1. General Provisions
This Personal Data Processing Policy has been drafted in accordance with the requirements of Federal Law No. 152-FZ of July 27, 2006 “On Personal Data” (hereinafter — the Law on Personal Data) and defines the procedure for processing personal data and measures to ensure the security of personal data undertaken by the Regional Development Fund of the Republic of Buryatia (hereinafter — the Operator).
1.1. The Operator’s paramount goal and condition for carrying out its activities is to respect the rights and freedoms of individuals when processing their personal data, including the protection of the right to privacy, personal and family secrets.
1.2. This Operator’s Policy regarding the processing of personal data (hereinafter — the Policy) applies to all information that the Operator may obtain about visitors to the website

2. Basic Concepts Used in the Policy
2.1. Automated processing of personal data — processing of personal data using computer technology.
2.2. Blocking of personal data — temporary cessation of processing of personal data (except where processing is necessary to clarify personal data).
2.3. Website — a set of graphic and informational materials, as well as computer programs and databases that ensure their availability on the internet at the network address

2.4. Personal data information system — a set of personal data contained in databases and information technologies and technical means ensuring their processing.
2.5. Depersonalization of personal data — actions that make it impossible to determine the ownership of personal data to a specific User or other subject of personal data without the use of additional information.
2.6. Processing of personal data — any action (operation) or set of actions (operations) performed using automation means or without such means with personal data, including collection, recording, systematization, accumulation, storage, clarification (updating, changing), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data.
2.7. Operator — the Regional Development Fund of the Republic of Buryatia, independently organizing the processing of personal data, determining the purposes of processing, the composition of personal data to be processed, and the actions (operations) performed with personal data.
2.8. Personal data — any information relating directly or indirectly to a specific or identifiable User of the website

2.10. Provision of personal data — actions aimed at disclosing personal data to a specific person or a specific group of persons.
2.11. Dissemination of personal data — any actions aimed at disclosing personal data to an indefinite circle of persons.
2.12. Cross-border transfer of personal data — transfer of personal data to the territory of a foreign state to a foreign government authority, a foreign individual, or a foreign legal entity.
2.13. Destruction of personal data — any actions that result in personal data being irrevocably destroyed with no possibility of further restoration of the content of personal data in the personal data information system and/or the physical media of personal data being destroyed.
3. Basic Rights and Obligations of the Operator
3.1. The Operator has the right to: receive from the subject of personal data reliable information and/or documents containing personal data; in the event of withdrawal by the subject of personal data of consent to the processing of personal data, as well as sending a request to cease processing of personal data, the Operator has the right to continue processing personal data without the subject’s consent if there are grounds specified in the Law on Personal Data (in particular, for the performance of a contract to which the subject is a party); independently determine the composition and list of measures necessary and sufficient to ensure compliance with the obligations provided for by the Law on Personal Data.
3.2. The Operator is obliged to: provide the subject of personal data, upon their request, with information regarding the processing of their personal data; organize the processing of personal data in accordance with the procedure established by the current legislation of the Russian Federation; appoint a person responsible for organizing the processing of personal data in accordance with Part 1, Article 22.1 of the Law on Personal Data; respond to requests and inquiries from subjects of personal data and their legal representatives; report to the authorized body for the protection of the rights of subjects of personal data, upon request from that body, the necessary information within 10 days from the date of receipt of such request; publish or otherwise provide unrestricted access to this Policy; take legal, organizational, and technical measures to protect personal data from unlawful or accidental access, destruction, alteration, blocking, copying, provision, distribution, as well as from other unlawful actions; cease transfer (distribution, provision, access) of personal data, cease processing, and destroy personal data in the manner and cases provided for by the Law on Personal Data; perform other duties provided for by the Law on Personal Data.
4. Basic Rights and Obligations of Subjects of Personal Data
4.1. Subjects of personal data have the right to: receive information regarding the processing of their personal data, except as provided for by federal laws; demand that the operator clarify, block, or destroy their personal data if the personal data is incomplete, outdated, inaccurate, unlawfully obtained, or not necessary for the stated purpose of processing; impose a condition of prior consent when processing personal data for the purpose of marketing goods, works, and services; withdraw consent to the processing of personal data, as well as send a request to cease processing of personal data; appeal against unlawful actions or omissions of the Operator to the authorized body for the protection of the rights of subjects of personal data or in court.
4.2. Subjects of personal data are obliged to: provide the Operator with reliable data about themselves; inform the Operator about the clarification (updating, changing) of their personal data.
4.3. Persons who provide the Operator with false information about themselves or information about another subject of personal data without the latter’s consent are liable in accordance with the legislation of the Russian Federation.
5. Principles of Personal Data Processing
5.1. Processing of personal data is carried out on a lawful and fair basis.
5.2. Processing of personal data is limited to achieving specific, predetermined, and lawful purposes. Processing of personal data incompatible with the purposes of collection is not permitted.
5.3. Combining databases containing personal data, the processing of which is carried out for purposes incompatible with each other, is not permitted.
5.4. Only personal data that meets the purposes of their processing is subject to processing.
5.5. The content and scope of processed personal data correspond to the stated purposes of processing. Redundancy of processed personal data is not permitted.
5.6. When processing personal data, the accuracy of personal data, their sufficiency, and where necessary, their relevance are ensured. The Operator takes measures to delete or clarify incomplete or inaccurate data.
5.7. Storage of personal data is carried out in a form that makes it possible to identify the subject of personal data, no longer than required by the purposes of processing. Processed personal data is destroyed or depersonalized upon achievement of the purposes of processing or in the event of loss of the need to achieve these purposes, unless otherwise provided by federal law.
6. Purposes of Personal Data Processing
6.1. Purpose: Providing a response to a user’s request through forms on the Site
Personal data: last name, first name, patronymic; email address; phone numbers; company/project name (if the form provides for it)
Legal grounds: Clause 5, Part 1, Article 6 of the Law on Personal Data (performance of a contract / pre-contractual contacts)
Types of processing: automated, collection, recording, systematization, accumulation, storage, clarification, use, transfer (to the extent necessary for the purpose), deletion, destruction
6.2. Purpose: Ensuring the functionality of the Site, conducting statistical research (visitor analytics)
Personal data: cookies; IP address; location information; information about the User’s actions on the Site (pages viewed, visit time, device type, browser)
Legal grounds: Clause 1, Part 1, Article 6 of the Law on Personal Data (consent of the subject)
Types of processing: automated, collection, recording, systematization, accumulation, storage, depersonalization, deletion, destruction
Note: The built-in service of the Tilda platform is used to collect statistics. When the advanced statistics mode is enabled, data may be transferred to the Yandex.Metrica service (YANDEX LLC). Processing for these purposes is carried out only after obtaining explicit consent from the User via the cookie banner.
6.3. Purpose: Providing the User with access to services, information, and materials contained in the “Green Corridor” Personal Account
Personal data: last name, first name, patronymic; phone number; email address; other data that the User enters at their own discretion in the Personal Account
Legal grounds: Clause 5, Part 1, Article 6 of the Law on Personal Data (performance of a contract)
Types of processing: automated, collection, recording, systematization, accumulation, storage, clarification, use, transfer (to the extent necessary for the functioning of the Personal Account), deletion, destruction
7. Conditions for Processing Personal Data
7.1. Processing of personal data is carried out with the consent of the subject of personal data, except in cases provided for by Part 1, Article 6 of the Law on Personal Data (in particular, for the performance of a contract or the performance of functions imposed by law).
7.2. Processing of personal data is necessary to achieve the purposes provided for by an international treaty of the Russian Federation or law, to carry out the functions, powers, and duties assigned by the legislation of the Russian Federation to the Operator.
7.3. Processing of personal data is necessary for the performance of a contract to which the subject of personal data is a party or a beneficiary or guarantor, as well as for concluding a contract at the initiative of the subject.
7.4. Processing of personal data is necessary for the exercise of the rights and legitimate interests of the operator or third parties (for example, to ensure the security of the Site, prevent fraud) provided that this does not violate the rights and freedoms of the subject of personal data.
7.5. Processing of personal data to which an unlimited circle of persons has been granted access by the subject is carried out in accordance with the law.
8. Procedure for Collection, Storage, Transfer, and Other Types of Processing of Personal Data
The security of personal data processed by the Operator is ensured by implementing legal, organizational, and technical measures necessary to fully comply with the requirements of current legislation in the field of personal data protection.
8.1. Ensuring Security
The Operator ensures the security of personal data and takes all possible measures to prevent unauthorized persons from accessing personal data.
8.2. Transfer of Personal Data to Third Parties
The Operator transfers personal data to third parties in the following cases:

Important: The Operator does not transfer personal data to other third parties except those listed above without the separate consent of the subject, except in cases directly provided for by the legislation of the Russian Federation (upon request of a court, law enforcement agencies, etc.).
8.3. Updating Personal Data
If inaccuracies are found in personal data, the User can update them independently by sending a notification to the Operator at the email address admin@frr-rb.ru marked “Personal Data Update”, or through the feedback form on the Site. The update period is no more than 7 working days from the date of receipt of the request.
8.4. Processing Periods and Procedure for Withdrawal of Consent
The processing period for personal data obtained through feedback forms and the Personal Account is 5 (five) years from the date of the last interaction with the User, unless a different period is established by contract or law.
The processing period for data collected via cookies is 1 (one) year or until the User withdraws consent.
After the expiration of these periods, the data is subject to destruction or depersonalization.
Withdrawal of Consent:
The User may withdraw their consent to the processing of personal data at any time by sending a notification to the Operator by email at admin@frr-rb.ru marked “Withdrawal of consent to personal data processing”.
Important: Upon withdrawal of consent, the Operator ceases processing of personal data, except in cases where processing may continue without consent on the basis of Clauses 2, 4, 5, Part 1, Article 6 of the Law on Personal Data (for example, for the performance of a contract to which the User is a party, or compliance with legal requirements). The Operator notifies the subject of the continuation of processing in such cases within 10 working days.
8.5. Third-Party Services
The Site may use external services (Yandex Forms, Bitrix24, etc.) that process data in accordance with their own privacy policies. The Operator recommends that Users review these documents. The Operator is not responsible for the processing of data by such services beyond the scope of the Operator’s instructions.
8.6. Confidentiality
The Operator and other persons who have obtained access to personal data are obliged not to disclose to third parties or distribute personal data without the consent of the subject, unless otherwise provided by federal law.
9. List of Actions Performed by the Operator with Obtained Personal Data
9.1. The Operator performs collection, recording, systematization, accumulation, storage, clarification (updating, changing), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, and destruction of personal data.
9.2. The Operator performs automated processing of personal data with or without the receipt and/or transmission of the received information via information and telecommunication networks.
9.3. Procedure for destruction of personal data:
- Destruction of personal data is carried out upon achieving the processing purposes or after the expiration of the established storage period, as well as upon withdrawal of consent (if there are no other legal grounds).
- Destruction is carried out by erasing from electronic media (using guaranteed deletion methods) or physical destruction of the media.
10. Cross-Border Transfer of Personal Data
10.1. The Operator does not perform cross-border transfer of personal data. All servers used for storing and processing personal data are located on the territory of the Russian Federation.
10.2. In the event of a change in the nature of activities, the Operator undertakes to notify the authorized body for the protection of the rights of subjects of personal data before commencing cross-border transfer.
11. Confidentiality of Personal Data
The Operator and other persons who have obtained access to personal data are obliged not to disclose to third parties or distribute personal data without the consent of the subject of personal data, unless otherwise provided by federal law.
